This Pr upgrades the layer dashboard to Angular 14 and to make it consistent with the other new dashboards.

Testing Instructions

1. Go to the Layers section on the Admin dashboard. Verify that the list of layers loads as expected
2. Verify that you can click on a row item to go to that layer details page
3. Verify that you can create a layer using the new create modal. It should also have error handling. For example, you cannot name a layer the same as an existing one.
4. Verify that the search and dropdown filters works as expected
